lol, don't believe the rhetoric. Arum kept pacquiao from fighting Floyd for years. They wouldn't have made the money they did between 2008 and 2012 if Mayweather waxed pacman in 2008. Don't think I'm right? The day after Cotto left Arum/Top Rank, Cotto said, and I quote, "Now I can fight Mayweather." What do you know? They fight a few months later.

Floyd has ducked Manny for years and started negotiating the fight only just a few years ago.
Manny agreed, but he didn't agree to the drug testing, which was the final part of the fight finalization.
So basically, it is both their fault as they have both ducked. Manny never called out Floyd, all he said was "Yeah sure, if he wants to."
Floyd is a sneaky clever boxer, waiting until he saw declines of Manny to negotiate the fight.
