The "toughest" was, perhaps, Harry Greb, who, though a middleweight, fought the likes of "KO" Bill Brennen, Billy Miske, Tommy Gibbons, and Gene Tunney, all of whom would go on to challenge Jack Dempsey for the hvywgt title. "The Human Windmill" also got the better of Dempsey in two sets of sparring sessions when he was already half blind and had been "calling out" "The Manassa Mauler" since before Jack won the title from Jess Willard.
The "most durable" was likely Joe Grimm, who, despite being a welterweight and having fought the likes of Bob Fitzsimmons, Joe Gans, "Barbados" Joe Walcott, Jack Johnson, etc, was finally kayoed by Sailor White.
While a great puncher, Louis wasn't in the same league in terms of one-shot power as, say, Julian Jackson or Lloyd Marshall; the true sign of crushing power is coldcocking (i.e. rendering a hitherto clearheaded opponent unconscious or, at least, dropping them for the 10 count with a single punch or a "one-two") more than a few elite level opponents, which "The Brown Bomber" rarely did.

When you consider toughness, names like George Chuvalo, Harry Greb, Julio Cesar Chavez, Jake LaMotta, Aaron Pryor, Rocky Marciano and Roberto Duran come to mind, but given his advanced age and amazing success at 48 you have to consider Bernard Hopkins in that group.
