Pac definitely. Actually today's roster of boxing superstars start with Floyd Mayweather and end with Manny Pacquiao. Unfortunately for Floyd, the many people who like him equals that of those who hate him (or probably outnumbers). Although Manny had his share of haters, its not that huge and i guess its but a bit normal for stars to have 'em. The People's champion is based purely on the fanbase and these two fellas have large ones. Floyd with the villain role cant be the one, Pacquaio surely is.
The greatest people's champion ever would have to be Muhammad Ali, but currently I'd say from my POV Manny Pacquiao.. Although it's controversial
