Cuba is the best when it comes to amateur boxing followed by Europe including states in the East and Central parts of the continent especially Russia and Ukraine, and Eurasia and Central Asia including former Soviet republics as Uzbekistan and Mongolia.
USA, Mexico, Puerto Rico and Asian countries as the Philippines, Japan, Thailand are the best speaking of professional boxing although Russia and Great Britain are not far behind.
Depends what you mean by the best.
Japan does not produce the most champions but today they have more champions per person than the USA, I think they're world champions are underrated just because they don't get marketing here.
Per person Puerto Rico produces the most world champions because with a small population of about 4 million they have produced about 1/3 as many world champions as Mexico or USA.
In solid numbers USA & Mexico have the most world champions.
Always from USA, Mexico and Puerto Rico. These 3 have produced the most world champions. Especially the US and Mexico who've produced over 200 world champions. And together they've produced more champions than any other countries combined.

i honestly think in a few decades we will be including russia in this list, a lot of great prospects coming from it currently. Klitschkos, Kovalev, povetkin, provodnikov, kostya tszyu etc

All of mexico does no matter what era it is thier will always be at least one mexican boxer makeing us proud also I rember reading that out of the 20 best fights ever 14 of them had mexicans in them
Well Asian countries are definatly making an impact on the boxing scene now

I say northern parts of Mexico and Mexico City.
