My answer would go with Ali, who I view as the greatest Heavyweight ever. Foreman had greater punching power, but Ali was more intelligent, faster, better defensively... The version of Ali that beat an undefeated Foreman by KO was post-Vietnam exile. He was older, slower and didn't have the same legs, but he was great enough to get the KO
No Ali was better than George. Ali KOed a prime George Foreman. Ali was declining with age and George was at his physical and mental peak, yet Ali still somehow KOed George in one of history's biggest heavyweight upsets.

Foreman could PUNCH, he had a great chin, and was great at setting up his opponents for the knockout. But, he didn't have Ali's speed, movement, jab, ability on the ropes, and (at least in his early career) would gas out late. He didn't posses Ali's ring intelligence as well.
