3. Sugar Ray Leonard
4. Sugar Ray Robinson

I think that when you say "hard to out box", it should refer to boxers who are agile, fast and quick, especially on their feet, and have great defensive skills, so the list should go like:
1. Willie Pep
2. Sugar Ray Robinson
3. Muhammad Ali
4. Sugar Ray Leonard
5. Floyd Mayweather
Floyd Mayweather
Sugar Ray Robinson
Sugar Ray Leonard
Joe Louis
Bernard Hopkins
I put Floyd Mayweather above Robinson because that is all Floyd Mayweather does, is just "box". Boxing is hit and don't get hit, and that is exactly what floyd does. But Sugar Ray Robinson would beat floyd in a match.
Sugar Ray Robinson had out of the book boxing skills and is the best p4p in history. Enough said.
Sugar Ray leonard was fast and unorthodox and had great movement, slick, great punch output, speed, and power, so he was nearly impossible to outbox.
Joe Louis is the most technical Heavyweight of all time. Its really hard to outbox such a technical boxer like Joe louis.
Bernard Hopkins. He is extremely hard to outbox because of his weird boxing style. He is very technically sound, straight punches, chin to shoulder, right hand always glued to chin, but at the same time is legally dirty, headbutts. His style is difficult, like evander holyfield and Andre ward.
