Larry Holmes is regarded by most as a top 5 HW ever (I have him #3) he was the most complete HW champ as he could fight outside and inside and had no weakness. Maybe hes underrated by the casuals but to the hardcore, they all know how good he was

Most of the men you mentioned are not underrated by boxing experts.
Research the Ring, ESPN & IBRO all time greats list. I believe Harry Greb is considered the #2 p4p ATG bu one of them.
When i hear ''underrated'' i think of guys who weren't given a shot at the title like Charley Burley & other ''black murderers row''
1. Emile Griffith ( because of his losses to Monzon and also to Benvenuti and even to lesser lights )
2. Antonio Cervantes ( because of his losses to Wilfred Benitez and Aaron Pryor)
3. Luis Manuel Rodriguez ( because he fought in the heydays of the more popular Griffith and Benvenuti rivalry and exiled Cuban fighters were regarded more as political refugees)
4. Doug Jones ( I think had there been a cruiser weight division in his time, he would have been a champion or at least, a power to be reckoned with )
5. Jose Luis Ramirez ( he lost only to the best in his career---notably Ruben Olivares, Alexis Arguello, Pernell Whitaker, Julio Cesar Chavez, Hector Camacho. he was stopped only once---by Olivares---very early in his career )
6. Alfredo Escalera ( He was known for his two TKO losses to the great Arguello than his dominant reign as WBC junior lightweight champion from 1975-77 where he defended the crown ten times!)
7. Pone Kingpetch ( he was remembered more for his KO losses to Fighting Harada and Hiroyuki Ebihara than his two defeats of Pascual Perez durability and longevity as flyweight champion )
8. Luisito Espinosa ( was the first Pinoy to win world titles at bantamweight and featherweight--two ertswhile waterloo divisions for Pinoy fighters and this feat was largely eclipsed by the emergence of Manny Pacquiao and Nonito Donaire )
9. Erbito Salavarrria ( was the first Pinoy two time world champion in the flyweight class but he was over-shadowed by the more popular Pinoy champion of his era, Ben Villaflor and other flyweight title holders as Masao Ohba and Miguel Canto )
10. Ceferino Garcia ( The man from whom he wrested the middleweight title from, American Fred Apostoli was already in the International Boxing Hall of Fame. Many others who were less worthy are already there. His name is often mentioned as footnote to the likes of Kid Gavilan and Henry Armstrong but to no avail )
