Hello Matt! This is truly a great and difficult question but here's my list:
1. Ricardo Lopez. Doesn't get the credit he deserves because of fighting in the lower weight divisions but this man was almost flawless in technique and his perfect record is testament to that fact.
2. Sugar Ray Robinson. In my opinion, he is the most gifted fighter in boxing history as he could do it all in the ring with great speed, footwork, and punching power.
3. Willie Pep. How could anyone not include the Wil of the Wisp who had that almost artistic way of moving around the ring as if he were dancing with great defensive skills. A ring artist.
4. Benny Leonard. The Wizard of the Ghetto was considered the very best boxer of the 20's ad 30's as he moved around the ring gracefully with great speed and ring inteliigence.
5. Salvador Sanchez. Having watched this man fight a few times, I am convinced that he had what I would describe as an almost perfect technique.
6. Floyd Mayweather Jr. Yeah like him or not he is a very technically sound boxer. Some say his style is boring but he is a master defensive specialist and counter puncher.
7. Alexis Arguello. Probably the most poised fighter I ever watched as he ws always in perfect form and rarely throwing a wasted punch with perfecdt timing.
8. Sugar Ray Leonard. Like the pother Sugar was a supremely gifted boxer with outstanding footwork, speed and power fighting the best of his era.
9. Marvin Hagler. Hagler was so fierce in the ring that many have forgotten just how smmoth of a boxer he was too which made him a complete fighter.
10. Juan Manuel Marquez. I know some may be surprised to find him on this list ut he has always had great balance, and a tremendous counter puncher.

Joe Louis
Roberto Duran
Wilfredo Benitez
J.C. Chavez
Oscar De La Hoya
Gene Tunney

IMO a perfect fighter can't have any clear weaknesses. For example Ali is one of the very best but he couldn't fight on the inside, which is why he struggled againt Norton and Frazier, even though he was one of the very best ever, he's not a perfect fighter.
These fighters I consider to be near perfection:
-Larry Holmes
-Pernell Whitaker
-Carlos Monzon
-Ray Robinson
-Acelino Freitas (he didn't have a major strength like the fighters above but he had no weakness)
-Aaron Pryor
-Marc "too sharp" Johnson
-Salvador Sanchez
-James Toney
-Bernard Hopkins
-Floyd Mayweather
-Ray Leonard
-Ricardo Lopez
1.- Sugar Ray Robinson
2.- Floyd Mayweahter Jr
3.- Salvador Sanchez
4.- Julio Cesar Chavez
5.- Ricardo Lopez
6.- Mike Tyson in his prime
Every fighter has flaws and nobody is perfect. But what 10 fighters are the closest to perfect in the ring?
