BUT i also think Pacman would have first been disqualified due to random blood testing.
At first Pacman was scared of needles, later of blood loss, eventually he agreed to all bloodtests but his performance went down & he lost to Bradley & kayod by a guy he normally beat [suspicious].
Pacman, after agreeing on blood test, made the fight difficult because he wanted allot more money than i feel he deserved but that's both of their fault IMO. Imagine Ali-Frazier 1 not happening because of money issues? Whoever won the fight would have been the undisputed king but what happened is that the boxer who admitted to picking & choosing has out lasted the swarmer career wise, no surprise.
3 years ago, Pacquaio would have destroyed mayweather. Mayweather hardly ever looks convincing when he fights lefties may be due to the southpaw jinx. Just look at the Guerrero fight. Mayweather should have destroyed him within 3 rounds but he didn't. All this talk about mayweather being a better counter puncher than Marquez is rubbish. Marquez as a counter puncher has a variety of punches. Floyd only uses his check hook, like he did against hatton, and his straight right when fighters go lunging in against him. If Pacquaio fought mayweather today, I don't think it would be too 1 sided but Floyd would win by decision. Mayweather won't fight Pacquaio today because it'll seem like he was scared of him before but now that Pacquaio is past his best, he's willing to fight if that makes any sense. If mayweather would have fought Pacquaio 3/4 years ago and beat him, I would call him the greatest of all time. Better than Ali, sugar ray Robinson, Leonard, rocky marciano, Roy jones junior and any other legend in boxing history
Manny Pacquiao is vulnerable to counter punchers and had lots of problems in all 4 fights against Marquez due to his effective counter punching ,Mayweather is also a counter puncher but bigger and faster than Marquez so i think it would be an easy fight for Mayweather ,even back in 2009.
The main reason the Mayweather/Pacquiao fight hasn't materialized is because of the bad blood between Bob Arum and Floyd Mayweather ,same reason he hasn't fought any other Bob Arum fighter.
PBF wins. Pac had trouble everytime he fought Marquez, why?..because Marquez is a great counter puncher. Now PBF is one of the best counter punchers in the game right now.

the reason why is because of the drug test that's it and they both had there reason why it should or shouldn't have drug testing and that's the reason it did not happen if you want IMO Mayweather would have won the fight everybody would of said he only won because ran all night and was scared but truth would be he would have beat him like he did Hatton
