No. Manny has proven himself by fighting all comers, most of whom were naturally bigger men. All of these guys falter at the end of their career. Still, currently, he is the only one to beat Timothy Bradley, the welterweight champ. He would not defeat Mayweather, but that does not mean he is overrated; right now, nobody can.
How can you call a guy overrated who has won belts at from 126 to 147?

1. You have no proof, regarding Pac taking PEDs. He has publicly submitted himself to every test pre and post-bouts.
