greatest fighters who had average or below average punching power in all weight classes ?

Billy Conn who is an all time great light heavyweight champion only scored 15 KO wins in 76 pro fights.

Another light heavyweight great was Maxie Rosenbloom, nicknamed Slapsie Maxie because he hit with an open glove. He only scored 19 KO wins in 299 pro fights.

1960's WBA light welterweight champion and all time great defensive boxer Nicolino Locche only scored 14 KO's in 136 pro fights.

Great light heavyweight champion and heavyweight challenger Tommy Loughran only won 17 of 175 Pro fights by KO.

I think Holyfield's power is underrated, but he has no KO power.

Try a couple of southpaws. LIke Calzaghe and Pacquiao and Khan. Maybe dudes built for speed. Although they do hit hard too. Pac hits so hard in sparring that he sends sparring parnters to the hospital.

I would say one of the greatest of all time who is still doing it at a record pace is Bernard Hopkins. As far as Ive watched him box he's never had the outright power to just knock anyone out but instead is going to get inside your head and outsmart you for 12 rounds
