mayweather is short and light which gives him the advantage of speed, stamina, and quick reflexes. he hits quite hard but is not the hardest hitter by a longshot. he is the best in his weight class. he is overrated because he challenges weaker people. even a weak heavyweight could beat a good welterweight.
there are many white boxers better than mayweather- marciano, joe calzaghe, the klitschecko brothers etc.

The pigment of some ones skin only determines what their skin color is nothing more and nothing less. Talent is a gift but can only be displayed at the level that Mayweather shows it with years of training and good fundamentals e.g. foot work shoulder and hip rotation all the boxing basics that Floyd had been doing since he was a little older than a toddler.
Mayweather is the best because he has been boxing all his life. He dedicated himself to the sport. Even now he will party but he doesn't drink. He never lets himself be out of shape. He trains while other fighters are asleep or being lazy. His greatness has nothing to do with the color of his skin.

I don't think so, with a great trainer and lots of great training then it's definitely possible although you do have to be born with the potential to do it which doesn't mean having great reflexes or hard punching power before training but the potential to build them in training which isn't really rare. But then you have people like Floyd who are born with something special and then get lots of great training.
