It doesn't matter what you want us to tell you because if you want us to agree with you then you shouldn't be asking questions. Fact is, Floyd does not like doing business with Bob Arum. Yes the fight was almost a done deal back in 2010, and when he tried to compromise with 14 cut off period for testing instead of 0, Bob Arum and Pacquiao walked.
Then the following year started saying that he was alright with testing as long as it was WADA not USADA, trying to dictate Floyd's terms.
Bob Arum has been bashing Floyd ever since he left Top Rank. Floyd stated he wanted Pacquiao and Bob Arum said he wanted the same thing. Then right after Pacquiao fought Marquez the 3rd time, he straight up shut down the idea of the fight. He said Pacquiao had a cut and he wanted to build a stadium.

Floyd Mayweather used to be under Bob Arum and Floyd claims Arum still owes him about 6 million dollars ,Floyd even sued him but still didn't get all the money he supposed to have coming to him.
Floyd finally left Bob Arum after the fight with De La Hoya and began to promote himself. To this very day ,Floyd will not do any business with Bob Arum because he doesn't trust him.

Some people tend to believe that because Arum hardly lets Pacquiao fight anyone outside of Top Rank Promotions. Only a very few. Others say Floyd is up til this very day still coming up with excuses on not fighting Pacquiao. I'd say it's a little bit of both.
inhouse fights started when pac demanded a 10mil guarantee per fight from arum... f*ckin flomo nuthuggers used it to pour cold water on the megafight, certainly it aint arums policy to shut his doors to high profit fights inhouse or not, inhouse fight is just the situation where arum earns more than copromote a low rewarding fights...the guy is a pure businessman and naturaly wants profit all the time.... arum never shut his door, in fact, he once worked w/ oscar, profited together and made big fights in the past... it was floyd who shut his doors to arum, and to pacquiao when he revealed what opponents he always looks for.... yep, low risk, non harmful, non hardwork type opponents, definitely aint pac!

Shimoda was poleaxed by Filipino Marvin Sonsona in a Macau undercard bout. Need I add more?
Denying the reality of the Top Rank-GBP/Floyd rift which has been going on since the early 2000s with Oscar and Floyd one after the other leaving Arum, is like denying the reality of global warming and climate change.
Boxing has never been the same since Arum waged his war of attrition versus Oscar and Floyd.
The Pacquiao-ODLH fight happened because Manny at that time was still partly owned and obligated to Oscar as provide for under the out of court settlement. And it was Oscar who promoted that fight. The Mosley-Pacquiao and Bradley-Pacquiao happened because Shane and Tim left GBP for the chance to fight Manny.
Don King promoted the Ali-Foreman and the Ali-Frazier fights and most of the major fights in the 70s. Arum merely rode along. In fact, nobody ever knew of Arum at that time. Don King was the king promoter up to the early 2000s when he still had his main ward and cash cow Mike Tyson Arum took over as the king promoter at around that time with Oscar and Floyd as his superstars.
Let's not distort history in a vain attempt to paint Floyd as the villain in all of these.
Probably Floyd is demanding that Arum convince Pac to take a dive and Arum won't agree. After all business is business even if involves fixing. Actually Arum is just a diversionary tactic. Mayweather is just plain psychologically scared to death of Manny.
Because Arum is for the most part an idiot - Tyson is/was dumb but that's just him...while guys like Bob just talk sh*t to promote their boxers and get more publicity.
Until Floyd see's that Pac is getting slow and tired early on, he will never agree to a real fight. That slippery snake is still hiding under the rocks, still scared to crawl out and fight the cat.
Bob Arum worked together with his sworn enemy Don King to make the Thrilla In Manilla. He is obviously not the person standing in the way of this fight.
What demands has Arum made to deserve that? He might not be the most like able guy, but he doesn't deserve that BS. It seems like you guys just repeat what Floyd says without knowing what it means. And don't give me that he won't work with Arum because the contracts were about to be signed when Mayweather demanded the testing be moved up to 14 days and he was demanding more money.
