Broner can beat anybody they put in front of him. Thats why they are put in front of him.
This is a great question. The issue here is that Broner has not shown us that he posseses the footwork to defeat someone like Vasquez as of yet. If it was Mayweather at his prime he would manhandle Vasquez easily. Broner is good but he is no Money, at least not yet.
Nobody at lightweight can beat Broner right now. He is quicker and stronger than anyone in that division. I think as teodor said, that Vasquez will be problematic for Broner in the beginning because he is long, awkward, and has a decent jab, but knowing that he has little power, Broner will begin to walk through shots to cut off the ring and will stop Vasquez inside the 8th round.
Style-wise, I think Vasquez would pose problems to The Problem but I think Broner like Canelo Alvarez and Tim Bradley before him will be able to dissect that style and would be able to adjust in time to give him trouble for the rest of the fight. Surely, Broner is way better in most departments than the lightweights that Velasquez had faced and defeated on points. Marvin Quintero gave him fits and Mercito Gesta though he lost by wide margin, was never in any danger or was never hurt, in their fights Most def, Broner is much better than those two. Quintero applied constant pressure and kept pace with Miguel but lacked the skills and the firepower to slow and wear him down. Broner has both ---and more---- and is gaining maturity by the fights.

Broner by decision, maybe unanimous or majority. Miguel cannot expect to impress the judges by his continuous circling and pitty-pat punches. He has to do more than fight-alike Richard Abril who has firepower did against Sharef Bogere and Bam Bam Rios.
