Your question is vague. Since you exclude heavyweights, that makes things interesting. Also, since you didn't include any time period, this becomes a bit more of a challenge because there were some groups who are considered White today, but were not considered White American at the time they fought.

We'll just include everyone who could pass for White American. Also, I'm not sure if you mean Favorite or Best, according to opinion.
1. Harry Greb: I'd be surprised to see Greb excluded from any list.
2. Benny Leonard: He was king of the lightweights before Duran took over.
3. Mickey Walker: He almost became the only 155 lb. heavyweight champion.
4. Gene Tunney: One of the smartest men to grace the ring.
5. Willie Pep: Clearly had the best foot work of his era.
6. Tony Canzoneri: His style was before his time.
7. Billy Conn: Came within minutes of upsetting the Great Joe Louis.
8. Barney Ross: Ross' defensive abilities are often overshadowed by later fighters.
9. Stanley Ketchel: Might rank a bit higher if not for that his style is a bit out-dated.
10. Jimmy Wilde: One of the toughest little men ever.

Ray Mancini: I met him a few times. Super nice guy
Vinny Pazienza: I know he goes by Paz now but I also met him many times and attended some of his fights. I lived near him.
Charlie "White Lightning" Brown: I sparred 3 rounds with him. He kicked myass.
Kenny Bogner: I knew him personally. I wanted to spar him but I was nowhere near his level. He was older than me and would have beat me up.

Mickey Ward: How can you not admire him as well?
