Roach did not say he knew for a fact that Ariza was giving Pac PEDs, but he did say that he was suspected that might have been the case:

Remember Roach has to choose his words carefully because he can be sued if he outright accuses Ariza of giving Pac or any other fighter PEDS without concrete evidence, but it's clear as a bell that he suspects he very well may have done so. And even though Roach is trying to distance himself from Ariza, he's just making himself look bad for looking the other way despite his suspicions.
It is very common that words were being taken out of context. All fighters with no exception is at the end of any suspicion and that include Manny Pacquiao and Floyd. We should be more suspicious if the conditioning coach is either Conte or Heredia since these two were experts unlike Ariza who was just lucky for having fighters who can win. Manny was being tested in every fight and everyone of it came back negative with the last one by VADA. To suspect and look silly is easy.

He ripped Alex Ariza and preemptively stymied a potential shot from a known rat by saying Ariza never told me what was in the bottle when I asked. Why? No, he didn't just admit it. He said that Ariza wouldn't tell him what was in the drink bottle. There was no admission of PED use. It wouldn't surprise me if any boxer tested positive but from this video Roach didn't admit anything. If he didn't know what was in the drink bottle, who could he know it was PED's?
One thing I did find funny was when he said showtime would lose money if Mayweather fights Khan. I think he might still be bitter about Khan leaving him. Khan is easily one of the biggest draws in the world.
It's possible. However, Pacquiao never admitted using nor tested positive for it unlike Rios, but who knows? One thing for sure, being on PED is not a sure win and Rios proved that.
