Pacquiao is the number 2 pound for pound fighter today and has been on the waiting list since 2009 to fight Mayweather. Here's Mayweather's excuses:

Honestly, I hate Mayweather but you can't deny his talent. The problem is he doubts himself and for saying that he can beat Pacquiao when all he does is make excuses I think is the most cowardly thing you can ever do. That punk is a big whatever to me....

2. Floyd claims to be the best, so why not fight Pacquiao? He claims Manny has declined as a fighter, so why not fight him?

Because he claims to be t.b.e (the best ever). This fight should have been made years ago though. People feel pacquiao has the talent to trouble him and mayweather feels he's the best, so they should fight. It's as simple as that
Because it will be the ONE SINGLE FIGHT that would cement his LEGACY, win or lose. If he doesn't fight Pacquiao, his undefeated record will forever have that ASTERISK or his failure or refusal to fight that one person who could've truly tested him and pushed him to the limit. Mayweather usually cherry picks opponents that gave up or lost hope or can be spanked to stop or change their killer instinct. Pac use to be hard to spank him into mental frustration or to quit fighting back with speed. Mayweather also likes slower punchers.
why do you think for four years now, the media keeps on askin floyd again and again each time he has a fight the same old question: when will he fight pac?

He does not which is why he has not, and no one can make him. If he faced required defense he would most likely retire again.
