EDIT I have Whitaker in my top 10 ATGs so its no shame in losing to him. Chavez during his prime (maybe first 50-60 fights) was a great technician, he could cut off the ring and have great defense at the same time. Most people remmember that dunken punching bag but he had excellent defense in his prime
Also nobody mixes Ali's or RJJ's past ther prime career with there accomplishment but for some reason thats the case with Chavez.
I would go with Julio Cesar Chavez.
You say that sweet pea shut him out, but Chavez was old beat goods by that fight and it was also his very first fight at 147lbs [he was new to the division].
We can't forget what Chavez did at superfeatherweight, lightweight and lightwelterweight.
Chavez went 80-0 and won over 30 title fights. He didn't vacate any title [like Mayweather] meaning that he always fought the best.
Ricardo Lopez comes a close second.
Lopez is 1 of the most technically sound fighters ever.
Salvador Sanchez is great but not on the caliber of Lopez & Chavez Sr.
Roberto Duran is half Mexican, he would be up there if you want to consider him.
Sanchez gets way overrated cause he died in his prime....had he had any time to pick up any losses, we would remember him differently. imagine if Erik Morales had died following his 2005 win over Manny Packeow
he would probably be considered the best Mexican of all times
i actually have Juanma Marquez pretty high, based on his series with Packeow, his comeback KOs over much younger Juan Diaz and Michael Kaysidas,, and his destruction of Joel Cassamoyer
and the fact that he faced Maywether, who is the greatest fighter of his era
that is truely international competition, where as many Mexican legends faced mainly Mexican competition
Julio Cesar Chavez. For the most championship fights won (107-6-2). The losses came after his decline and old age.
For me next is Ricardo Lopez. No loss, 20 championship fights.
Julio Cesar Chavez is the greatest Mexican fighter for sure ,unless you want to include Roberto Duran on that list but that would only close the gap but Roberto Duran is from Panama but Panama is a country.
Sweet Pea didn't fight a prime Chavez and openly admitted with his team he didn't want a fight with chavez when chavez called him out back then in his prime. The greatest are Chavez, Sanchez, and Lopez.

I see it as being between Salvador Sanchez, Carlos Zarate, Ruben Olivares, Marco Antonio Barrera, Juan Manuel Marquez and Erik Morales.
My vote goes to Salvador Sanchez. So much fun to watch and an amazing boxer.
