There are so many options out there right now. The best entry level choice in terms of refillables would probably be an eGo-T. Joyetech makes them but there are clones (copies) available all over the place too. A lot of different brands will re-package the eGos so you will see them under different names too.

They have a refillable tank (which is easily replaceable) and lots of different batteries which will fit. After a while you will realize the limitations of the eGo and will probably want to spend a bit more money on something with a better build quality/features, but to start off, definitely check out the eGo-T.
