I don't think Spinks is overrated as a heavyweight because few people consider him top 10 heavyweight ATG.
Spinks is seen in the exact light as Gene Tunney [who at least beat everyone]; a great lightheavyweight who went up and slightly beat an OLD ATG heavyweight in a winning streak.
Spinks never fought as a cruiserweight. He was the reigning light heavyweight king when he move up to the heavyweights and beat old champion Larry Holmes for hte IBF world title in an upset of the year UD. He repeated over Holmes in their rematch by razon thin SD and defended the title by stoppage wins over Steffan Tangstad and Gerry Cooney. He was blown out by Mike Tyson in less than a round in his fifth and final fight at heavyweights and what proved to be his last career bout.
Spinks is not overrated as Roy Jones was not overrated for their opportunistic limited venture at the heavyweights, taking full advantage of an old, fading and an inept reigning champion, respectively to make history.

Like Ray said, in my mind (and most people's IMO) Spinks is a light-heavyweight.
He did beat Holmes twice, and had some good wins at HW, but in general I definitely consider him a light-heavyweight.
I don't know where Spinks rates at HW, b/c I never really thought about it. At LHW though, he's one of the top five ever and that's the weight I affiliate him with.
