Because they are more brutal, ruthless, mean, and tougher than amateur boxers who are very inexperienced. Only skilled boxers could beat the street fighters by using their skill.
The boxer, he can take the street fighter out with one punch, isnt limited to the rules of boxing here, can take and roll with a punch, has similar mental and emotional preparation maybe better, better endurance and physical conditioning, better footwork timming skill etc and is about even in all other ranges.

Boxer's body is eviscerated and street fighter stands tall while thumping his chest like a wild gorilla and screaming like a badass Viking.
Any fighting experience is better than none and an educated fighter will always beat someone who learned to fight on their own.
One of the big factors would be the ability to stay calm. Someone who is used to getting punched, trained for it and experiences it on a weekly or daily basis is going to fight more effectively even against a more vicious opponent.
