Heck yeah! Anybody that makes fun of you for liking Harry Potter is a) not your friend and b) totally lame. Harry Potter is an awesome series and you shouldn't feel embarrassed for liking it. If you want a HP themed birthday then go for it! It is YOUR birthday after all.
I had a Harry Potter birthday for my 14th party! It was really fun, and my friends aren't even huge fans. Its your day, so do what you want.
