I know they don't typically have a theme but we want it to have one, something original but not too expensive. Open to any suggestions:)

underwear is always a hot party idea and really cheap :P

I've been on prom committee for several years now. We have used many,many themes. Paris,Venice,underwater,stars, enchanted forest and more. All of these can be done fairly easily and inexpensively. Stumpsparty.com is a great site. That's where I got most of the ideas for the themes we have done,except we mostly made homemade decorations and stuff :)
