I was going to say you should go somewhere nice, but you already live somewhere nice!
You could take a road trip with your family, spend the day at the beach, go camping, go out for a meal or just spend it with your family.
I don't know your interests so it's hard to suggest anything else.

I'm turning 16 in May!! So only a couple months to plan. What should I do? I don't want a party because 1. I don't have a lot of friends to invite and I don't really like the people at my school. 2. Im not really into big parties like that. So what's an idea I live in Cali so the weather will be nice for my bday in Spring since it will be May.
