How to throw a 15th blackout/glow party ??

Obviously, the black lights. The long tube ones are usually about $20 (the light covers a bigger area, but placing them takes a bit of planning), or there are also black light light-bulbs, which average closer to about 5 bucks and can usually be swapped out for regular light bulbs in any lamp. Glow sticks can be found at any dollar store. Holiday lights, if you can find any handy, try to stick with just one collar on a string though, the rainbow ones will look a little too "Christmas-y", green, purple, blue will work best. If you have any candle holders pick up some battery tea-lights.

Try to pick out a few places to set up a bit of regular light, a small lamp in the corner maybe, or some tea lights grouped together to keep it from being too dark (if the black lights and glow lights aren't enough), you'll want a little bit more normal light around the food too so people know what they're eating - that's something you'll have to play with a little bit though

You can use glow sticks to light up soda bottles or drink pitchers (be sure when you crack the lights to glow that the liquid stays in the stick or else it'll muck up the drink), it won't look as cool with things like dark soda though. Most highlighters do a pretty good job of glowing on white paper if you need to label things

Just because you don't want alcohol doesn't mean you can't have drinking games - simply swap them out for something that's unpleasant or new for the "loser" to drink as a penalty, pickle juice, or there are japanese sodas called "ramune" that come in literally DOZENS of flavors, some are pretty yummy while others are down right strange (fried octopus ball soda - yes it exists). They're usually found in ethnic or European stores, though for the most extreme flavors you may have to order them. Or have the game players add random drinks together in a cup, the loser has to drink the resulting mixture. You can also hit up the dollar store for prizes for games if you whippersnappers are still into winning free stuff (What do I know, I'm an ancient 25).

Get some good music going and make sure there's plenty of food, the rest should pretty much take care of itself.

Set out a bowl or cup of ping pong balls (you should already have plenty of cups), at least 2 decks of cards - poker chips may be handy, but not really as necessary. Also be prepared to clean up a mess, even the best of friends can turn into slobs in a large group, try to set up trash bins that are obvious but not in the way, & make sure the bathroom is stocked well enough - toilet paper, paper/hand towels, a convenient trash bin. LOCK any room you don't want people to go into if you can, probably won't be much of a problem with 10 people, but if you do end up with 40 its better to be safe than sorry.
