Use windows movie maker, and ask one of your friends to help you. I'm sure they would be happy to help!! It's super easy and not worth paying for. If anyone charges you over 15 bucks its a rip off.

Get a preofessional video person to do it! My cousins was around 400 but that's because she used more clips of her past.

My daughter's Sweet 16 party is coming up and I want to make a video of her. The video is pictures of her from birth to present day, with music. The pictures are in chronological order. It is very simple to do but I cannot make a video for my lack of computer knowledge. I want the video to be 7-10 minutes long. So, how much would all of it cost? I would rather you overestimate than underestimate. Either way, thanks in advance.
