Go for cupcakes. Cupcakes are nice for elegance because
1. if you have one, you haven't destroyed the decorative value of the rest. A cake is ruined as soon as the first slice is taken
2. They are daintier and women look nicer eating them
3. You can have different flavors without making complicated layers or tiers.
You can make plain old cupcakes super chic with cupcake wrappers. Either make the cupcakes yourself, or buy them, then just pop them into the lacy little paper cups. You can buy them at Micheal's Craft stores or specialty bakeware stores. But really, it's easiest and less costly to just get some cheap paper doilies from the dollar store and make them yourself.
Edible pearls are also elegant and vintage looking.

Sweet 16 equals Angel Food - - - - I would go with a whipped cream based frosting. The alternative would be a Red Devil Cake with Cayenne Pepper Frosting. Or serve both!
