Well since you're a girl he has to play nice but if you were a guy he would beat you up. We both know that. I mean are you in highschool or middle school ? Your maturity level depends. Some guys don't like to tolerate girls who act childish and throw food because I'm not trying to bring you down or anything but if a girl threw food at me even on accident I'll punch that bittchhh in the face honestly because not only are you ruining my outfit but you make me look like a wimp for taking it. He did take it too far and poured water on your head , how embarrassing but at the same time it's kind of like you embarassed him and he can't hit you so that's his reaction to not hitting you.. And plus you mocked him ..... You could've been the bigger person and said sorry and maybe he would've taken it easy.
One time I flicked a rubber band at my friend and he flicked it back and it hit an older man on the city bus and he almost got beat up. Not cool
You need to be careful who you mess around with.
As a bartender in Puerto Rico I have known many people who have been shot, and some killed, just because they were messing around. And I'm not only talking about guys, i remember hearing about a woman being killed by another woman because she was messing around in the bathroom line.

Me and my friends were messing around with some other people at a different table and threw some food and we were messing around laughing. They threw some back smiling and laughing so finally I decide to throw something and hit one of them on the back. He got up and over reacted by yelling at us. He asked who threw it and all my friends just pointed at me like they were scared... He just leaned over me asking why I did it and I was trying to just keep to my own and not start anything and after about a minute of it I sorta mocked him and he walked to his table came back with a FULL water bottle and poured it on me... I didn't even do anything when he did I just got mad and I said something. Not able to remember what but he said like "I don't give a ****" why did he freak like that. Then some teacher came over and none of my friends told them what happened while he was just sitting there and didn't even get in trouble. Wth. All we did was mess around kid needs to calm down
