Chuvalo was Canadian heavyweight champion and top contender for the Commonwealth title whilst Henry had the title so they should have fought, so maybe there is something in the story that Wicks didn't want Cooper to fight Chuvalo.
As to who would have won, Chuvalo was outboxed by many top heavyweights but was a very strong, durable fighter with good power. Rocky Marciano said that if all fights were 100 rounds Chuvalo would be unbeaten.
Over 15 rounds Cooper could have a good night and outpoint the cumbersome Chuvalo, or Chuvalo may out muscle him or stop him on cuts.
I don't believe it but do know Chuvalo was shunned by his own people in Canada over fighting Bob Cleaeaux. So,No I don't feel Cooper would intentionally avoid him, but also do feel his management wouldn't allow it.
It is difficult to say, but a manager will avoid fighters that will not help their fighter's career.
This would have been a good fight.
If the manager did not want the fight there is little Cooper could have done to make it.
according to chuvalo, he once asked cooper's manager "when is henry going to meet me in the ring"? to which the answer was "henry doesn't even want to meet you socially"!.

George Chuvalo claims that back in the 50's/60's he wanted to to fight Henry Cooper for the Commonwealth title.He say's at one stage he saw Cooper's manager at some sort of boxing event and told him he wanted the fight to which his manager apparently replied "George he dosn't want to be in the same room as you never mind the same ring".Chuvalo Reckons Cooper ducked him for years.
