Cheap surprise party ideas please?:)?

I had a tea party for my 15th and it was so much fun. you will have to be very careful with your money so you will need to make the sandwiches yourself. You will need tea, maybe juice, maybe 2 kinds of sandwichs cut up into little tiny sandwiches, cookies, brownies, cake, cupcakes, scones. it doesn't have to be like an actual tea food, stuff you can make yourself.

Picnic in a park (can be followed by cinema, pool, bowling or something)



Tea party - posh dresses, dainty sandwiches and cakes

Hey, me and my friend are thinking of doing a surprise party for my other friend, we are on about a £60 budget between us and there will be about 20-25 people, what are some good ideas and cheap ideas please it will be her 14th party and she is a girl:)
