If WBA and IBF would agree to and order a unification, this confrontation cannot be avoided as there's such a way out as purse bidding where the winning promoter having the option to where the fight could be shown. Note that the WBA and the IBF are among the parties in the recent boxing summit where it was agreed upon that their respective champions can be listed as contenders and mandatory challengers in their respective rankings. And unification fights take precedence over title defenses. I don't think Quillin and GGG can run the risk of having their titles stripped for refusing to fight each other.

I doubt it. Quillin wasn't interested while they were both on HBO. The fight could've been made because K2 and GBP had no beef. Now its more complicated because of the different networks. And funny because Quillin knowing the fight is hard to make he calls out GGG.
