1. Head/upper body movement.
We all know Pac is a head hunter, not a body puncher. Unless Rios enjoys getting peppered with straight lefts he better bob and weave more than ever.
2. Attack the body
Pac's greatest attributes are his speed and stamina. 1 way to neutralize that is wearing him down by attacking him with shots to the liver, chest and ribs
3. Attack when Pac attacks
Take a page outta the Marquez blueprint and try to time Pac. When Pac rushes in for that 1-2 down the pipe counter him with a left hook or overhand right.
4. Cut off the ring
Pac isn't a good inside fighter, Rios is. Back his azz against the ropes and tear his body up.
Watch some tapes of Pacquiao/Marquez and at least attempt to mimic the counter punch that KOed Pacquiao.
Rios also has a much better reach than Pacquiao and maybe he can throw a high volume os straight punches while Pacquiao is out of range then clinch Pacquiao once he gets close ,easier said than done though.

For sure attack on the inside, overtime, right beats left on the inside. Also pray that Pacquiao's health problems will effect him during the fight.
Just throw and throw punches and hit Pac wherever he can. This should wear Manny down, drop his guard and leave him wide open for the kill.
