So I'm having a pool party and I need help planning

So how much is a nice 2 or 3 tier cake for about 40 people and is there any place I could get it cheaper?

How much is it to rent an inflatable water slide or hamster ball?

Where can I buy balloon decor such as arches for the entrance?

If it matters I live in texas and things are generally cheaper.
