to hold.... it outside of our tiny apartment? Is space the issue here? I'm guessing that your one year old doesn't have 25 friends. This sounds like a party with mostly adults plus some of their own children. Keep that in mind: This party is mainly going to be attended by adults. Yes, it is for a one year old and the cake and decorations will reflect. But your guests aren't one and they won't want to do one year old activities.
My advice is to have the party at a house that can accommodate theuest list... a parents house, a friends place? Somewhere comfortable where the kids are allowed to run around and yet the adults can mix and mingle. Have a few simple games like pin the tail on the donkey or a video game set up for the older kids. But don't fall into the trap of extravagantly planned birthdays for children under six. Many parents will do this and they're nuts. No need to spend hundreds. Get a cute cake, lots of juice boxes and small waters, maybe some adult beverages and little snack foods.
If you cannot host the party else where then trim down the crazy big guest list and have it at your place. Remember comfort is key here. There will be 1,000 opportunities within the next 8 years to go to Chuck E Cheese. Avoid it as long as you can. Trust me. House parties for little kids are better.
