If you could go back in time, grab Ernie Shavers, Ron Lyle, Ken Norton, & Chuck Wepner (never the best fighters of the 70's) put them in the heavyweight devision today, one of them would get the belts, IMO
I won't say ever. Perhaps from among the boxers from the start of the modern era of boxing onward, they could be the worst thus far. I thought I have seen the worst of the modern era in the period immediately after the Holmes reign and before the rise of Mike Tyson where the likes Greg Page, Tony Tucker, Tony Tubbs, and James Bonecrusher Smith held pieces of the heavyweight title at one time.
Boxing must have degenerated in the overall. I don't imagine Oscar de la Hoya, Manny Pacquiao and Floyd Mayweather winning more than two world titles in the 70s and 80s and the likes of Paulie Malignaggi, currently a two division world titlist, even breaking the ranks of contenders.

They're just boring and slow. That's why super middleweights and below are the most exciting fights especially with Mexican fighters. Not slow or boring fights, but mayweather is pretty boring too since he never goes toe to toe really just stays on defense counter punching.
Yes, I think the heavyweight division is definitely lacking talent. I don't know why, but something is seriously wrong. Maybe society has grown soft and no one any longer has "the eye of the tiger."
I have seen film from almost every era of the heavyweight division, and honestly todays fighters appear to be by far the worst ever. Even though the Klitschkos bros are by far the best today, they are really painfully awkward to watch. Not many fighters seem to take any chances in the ring like they used to.
