No not necessarily. The most difficult to beat are the slick movers who have some power a boxer-puncher style. The hard murderous punchers at times are one dimensional. They overly depend on power. If you can nullify that you have a chance to defeat them. The elements of a good all around fighter are stamina determination movement ability to absorb punishment power etc. The key is to be well rounded in all phases of the activity.

Power is only one aspect of boxing. If it's all a fighter has, he will probably just keep losing. Skilled fighters are the hardest to beat, regardless of what style they may have.
I think so because any opponent has to be cautious at all times during the fight. Randall Bailey took just one punch in the waning seconds of the bout to ruin what Mike Jones had built up .from the first round up to that point.
