You might consider
1. Teddy bears picnic, which you could have indoors or outside.
2. Make a list of guests and invite them and teddy bear
3. Finger foods, jam sandwiches, cake and jelly.
4. Each guest can either have a supervising parent stay or you could ask a couple of friends of family members to help out.
5. Alternatively block book a childrens party at an outside venue with games and attractions, where both adults and children can enjoy the fun.
I have a little brother that just turned three, i recommend having a party in your garden or a park! You should base it around his favourite tv show or movie character! Let him dress as his favourite character and his friend can dress up as their favourite characters! Make sure to include fun games like pass the parcel and you could even have like an Easter egg hunt but they have to find toys, ( make sure they get to keep them)

Borrow a canopy tent, turn on fans, and have 'balloon party'. Blow up tons of cheap balloons and then run around in them. Pools are too risky for toddlers at parties, especially if there are not designated watchers/sitters.
What is his favorite cartoon character or a super man? You can go for a theme party in which everything should be according to his favorite star. Cake, return gifts, decorative cut outs, invitations cards - everything should be according to his favorite super man.
"Parents" Magazine and "Family Fun" Magazine will have ideas. I've been reading "Parents" for several years and it seems as though their May issue is always the birthday party one. (The library might have the back issue or try the Web site.)

Set up games with him outside and just have fun with him and the friends of his.
